Forever Man has this weird phoenix thing going.  Every time he dies, he’s reborn on the ashes of his old body with no memory of his previous life.  Except somehow he sneaked aboard a rocket and shot into the sun and melded with cosmic junk and that’s why he’s all burn-y and stuff.

Naturally, Steve and Tony have to ponder the ethical dilemma of killing a being who won’t stay dead.  Avengers v1 #218

Honestly the whole of Iron Man/Captain America: Casualties of War is one continuous and angsty Steve/Tony moment. If you want to know what was going on under the surface with these two when Civil War was happening – this is the issue to pick up. Talking, trying to get the other to change sides, falshbacks to happier times – here you get it all.
