One of the themes for the TRB was “time” so I was thinking this scene could be the result of time travel shenanigans. It could well be multiverse-related as well. Or shapeshifting or magic or anything else. (One Tony does seem to be younger than the other though, as he’s a bit shorter in the second-to-last panel.)
